SOUTH AFRICA
Stronger South African controls over the press (1987)
In 1987, emergency regulations were implemented by the South African government
to curtail freedom of expression. As Dave (Andy) Anderson, the then
Johannesburg based editorial cartoonist of the Sunday Star put it
"The South African government already excercised such strong controls
over the press that anything further seemed inconceivable." In response
to the measures which specifically banned "the making of drawings of
any public disturbance," Andy drew the following cartoon.
